Changes to HVAC Efficiency & Refrigerant Standards
These nationwide changes are especially impactful for Central Florida homeowners due to the warm climate and heavy reliance on air conditioning systems. Compliance with these federal standards is required for all manufacturers, distributors, and installers of HVAC systems.
Transition to Low-GWP Refrigerants (2025)
Transition to Low-GWP Refrigerants: Starting in 2025, the Environmental Protection Agency (EPA) will enforce a 750 global warming potential (GWP) limit for refrigerants used in new residential and light commercial air conditioning systems. This change aims to phase out high-GWP hydrofluorocarbons (HFCs) like R-410A in favor of more environmentally friendly alternatives such as R-32 and R-454B.
Impact: Starting January 1, 2025, newly manufactured HVAC systems must use low-GWP refrigerants (such as R-32 or R-454B) to reduce environmental impact.
Federal Origin: The phase-down of high-GWP (Global Warming Potential) refrigerants is part of the American Innovation and Manufacturing (AIM) Act of 2020, which aligns with the EPA’s efforts under the Kigali Amendment to the Montreal Protocol.
Efficiency Standards (SEER2)
As of January 1, 2023, the U.S. Department of Energy (DOE) implemented new energy efficiency standards for central air conditioners, introducing the SEER2 rating to better reflect real-world conditions. In the Southeastern region, including Florida, the minimum efficiency requirement for split-system central air conditioners was set at 14.3 SEER2.
Federal Origin: The updated energy efficiency standards, including the introduction of SEER2, are part of the DOE’s nationwide mandate that went into effect on January 1, 2023.
Regional Application: While the DOE sets the baseline, regional requirements vary. For Florida (Southeastern region), the minimum efficiency standard for new central air conditioners was updated to 14.3 SEER2.
